Russian cyberattacks on Ukraine are unplanned and chaotic, says Viktor Zhora, deputy head of the State Service for peculiar Communications and Information Protection of Ukraine (SSSCIP). As he emphasizes, although Putin's hackers attack often, they do not have a circumstantial goal, and fewer of their actions are of a coordinated nature.
