The U.S. State Department said on December 31 that it could not confirm Russia's adhering to the fresh START treaty. American controllers were not allowed into Russian facilities with launchers and atomic warheads in defiance of the agreement. The pretext was the restrictions related to the COVID-19 pandemic.
