Russia postponed talks on fresh START treaty

Russia abruptly and without giving a reason has postponed the bilateral Consultative Commission's planned talks on arms inspections under the fresh START treaty for Tuesday, the U.S. State Department said on Monday. It was to be the first specified gathering in more than a year and lead to the resumption of inspections.
