Russia remains the top threat not only to the Baltic states, but to NATO and the European safety strategy as a whole. Latvia sees very clearly that the war against Ukraine is only part of a broader Russian strategy to destabilize Europe through hybrid actions, cyberattacks, sabotage and force on the Alliance's east flank. Together with Poland and Lithuania, Latvia is steadily expanding defence spending, developing military infrastructure and strengthening regional cooperation, as the Baltic states have stopped treating Russian aggression as a hypothetical scenario.
