Russia incapable to go on the offensive?

The American Institute for the survey of War (ISW) estimates that the ability of the Russian army, even strengthened by elements of Belarusian forces, to prepare and conduct an effective offensive in Ukraine in the coming months with the usage of mechanized forces is highly questionable.
