Russia incapable of offensive?

The American Institute for War investigation (ISW) estimates that the ability of the Russian army, even reinforced by elements of the Belarusian forces, to prepare and carry out an effective offensive in Ukraine in the coming months with the usage of mechanized forces is highly questionable.
