Russia "has already entered the alleged zero phase"

Russia's arms manufacture is taking long-term steps to increase production of T-90 tanks and reconstruct pre-war reserves, indicating that Russia intends to pose a long-term military threat to NATO, the US-based Institute for the survey of War (ISW) warned in its latest report. According to analysts, Russia has "already entered phase zero."
