Russia: emergency measures at the border with Ukraine and not only at the border (+)

Following Decree No. 756 on the introduction of martial law at midnight from 19 to 20 October 2022 in the territories incorporated into Russia of the Donetsk People's Republic and Luhansk People's Republic, as well as Zaporizhia Oblast and Kherson Oblast, which are inactive regions of Ukraine under global law, president Putin issued another decree. This is simply a decree on the measures taken in the territorial units of Russia in connection with the introduction of the aforementioned martial law. The decree bears the number 756 and was signed on October 19.
