Theoretically, there is no logic in what has been happening for 2 years over various strategical installations in Western countries. Russian drones flying e.g. over German atomic power plants are not utilized for attack or reconnaissance. The layout of individual buildings in specified installations is widely known, and possible measurements for bombs can be done with satellite images.
