According to the Center for strategical and global Studies (CSIS) in the study "Russia's Shadow War Against the West", the number of sabotages and operations associated with Russian military intelligence of the GRU in Europe nearly tripled between 2023 and 2024, after an earlier four-fold increase between 2022 and 2023. CSIS underlines that Russia is consciously applying the rule of "cheap sabotage". The small, hard to delegate shares cost the Kremlin a fraction of the resources NATO states gotta spend on reacting, investigating and securing infrastructure.
