The Russians with leniency look at the line hauling between the US and Ukraine on the exploitation of uncommon metallic deposits and print their own report. It shows that America will gotta make a large effort to take over the most profitable deposits, due to the fact that these Russias have already managed to take over. And the figures given are nothing like those that Western diplomats talk of.
