Russia is preparing a long march strategy in the Arctic

According to NATO defence College (September 2025) the intent of the revision is not a cosmetic correction, but to give the Arctic greater importance to Russian safety policy, economy and sovereignty narrative. In this context, it is worth recalling that the Council of State of the Russian Federation (*ros. Gosudarstvennyj sovet*) is an advisory body to the president of the Russian Federation, established in 2000 and since 2020 having constitutional authority. The president is always the president of the Council. This body includes regional governors, representatives of parliament and the presidential administration. 1 of its specialized structures is the Committee on the improvement of the North Sea and the Arctic, headed by the politician of the Murmanian Oblast Andrei Chibis. It is this committee that plays a key function in preparing for the revision of the Arctic strategy.
