Russia formally recognizes torture. What about the prisoners?

As an excuse, the Kremlin considered the blocking of the candidacy of a Russian typical in the European Committee for the Prevention of Torture. The motion for denunciation of the convention was already signed by Prime Minister Mikhail Miszutin.
