National Sugar Planters' Union: essential embargo on imports of sugar from Ukraine

The National Sugar Farmers' Association points out that duty-free and unlimited imports of sugar from Ukraine are destructive to marketplace situations in Poland and is simply a serious threat to the sustainability of sugar beet cultivation in our country. Since the provisional suspension of duties and quotas for imports of Ukrainian agricultural products, imports of sugar from Ukraine to the European Union have increased respective twelve times. Border countries are the most vulnerable, most of which stay in these countries. In fresh months Poland and another countries bordering Ukraine have seen crucial drop in sugar prices, which puts Polish manufacture and agriculture in a little competitive position to Western European partners.

The KZPBC recalls that discussions will shortly start within the EU on the extension of the duty-free and unlimited imports of agricultural products from Ukraine until 5 June 2024. In the Union's view, the solutions contained in the Regulation can no longer function. The import quota for sugar from Ukraine was 20 070 t. After its suspension, imports of sugar from Ukraine during the 2022/23 marketing year exceeded 400 000 tonnes, the Ukrainian side's estimates indicate 700 000 tonnes during the current season, while in the 2024/25 marketing year this volume may exceed 1 million tons. KZPBC warns that these are quantities that destabilise marketplace balance. This season, about 2.3 million t of sugar will be produced in Poland. The union asks the question as long as a 100 1000 tonnes of Polish producers will gotta reduce sugar production and beet increasing next year if imports of sugar from Ukraine are inactive possible. In view of this serious threat, the Slovak and Hungarian authorities have introduced a ban on imports from Ukraine of a number of products, including sugar. KZPBC requested the Minister of Agriculture and agrarian improvement to make Poland take the same step. In addition, the Union has requested action which will lead the EU to waive the rules allowing unrestricted access to the Union marketplace for Ukrainian sugar and to reconstruct the first provisions on the yearly import quota for Ukrainian sugar of 20 070 t.
