Lukashenko established a strategical partnership with Vietnam and awarded Tho Lam an award. A message in this case was made by Alaksandr Lukashenko and Secretary-General of the Central Committee of the Vietnam Communist organization Tho Lam after talks in Minsk.

Alaksandr Lukashenka granted Tho Lam the Order of relationship of Nations. The applicable denunciation decree was signed the erstwhile day. The Vietnamese leader received a discrimination for a crucial contribution to the improvement and strengthening of friendly relations and strategical partnership between Belarus and Vietnam.

“This is simply a reward for the large contribution of the current secretary-general to strengthening our cooperation,” said Lukashenko. He stressed that the 4th visit of the Vietnamese leader to Minsk saved relations between both countries.

“With him we have saved our relations — Belarus and Vietnam — and raised them to the highest level. I'm certain we'll do a lot with this man so that the foundation of our relation can't be destroyed, not only but even touched. This visit by the Secretary-General of the Central Committee is historical in terms of strengthening our relations," said Belarusian politicians.

Lukashenko promised to pay a visit to Vietnam, responding to the invitation of Tho Lama. “I promise to meet you in your homeland in the close future,” he said. He besides informed that both countries would shortly finalise the cooperation road map.

“In the negotiations, we gave the manufacture the top attention, especially the construction of machinery. And here we have converging opinions: it is essential to resume regular deliveries of Belarusian quarrying machines, trucks and, of course, legendary tractors in Vietnam BELARUS . We agreed to velocity up the implementation of the task concerning the establishment of joint production of the Belarusian tractors and machinery of the Minsk Motor Plant with our friends, including deliveries to another countries of the region," explained Lukashenko.

According to him, cooperation in agriculture and food supply was besides discussed. The Parties agreed to step up cooperation in discipline and technology. “The issue of ensuring technological safety and sovereignty is strategically crucial to all states without exception, and long breaks in the work of this committee, given the fast-growing pace of improvement of discipline and technology, are unacceptable today. The head of the Vietnamese delegation besides spoke about this," said Lukashenko. He besides raised the issue of beginning direct air service with Vietnam.

“ I would like to remind you that from 30 January 2025 our countries have a visa-free movement. The issue of the fast beginning of direct air services between Belarus and Vietnam is urgent. As the secretary general said, our people are starting to communicate very intensively. So are businessmen. By introducing flights, we will intensify this process," Lukashenko continued, while advocating the improvement of interregional ties.

“The question of direct links between the regions of both countries was besides raised. Here we have a very largepotential. I am convinced that the administrative and territorial improvement successfully carried out in Vietnam will give a fresh impetus to interregional cooperation and will enrich it with fresh ideas and projects. I am convinced that today's Hanoi Days in Minsk will contribute to strengthening Belarus-Vietnamese friendship, humanitarian and cultural ties between our peoples," he added.

• Memorandum of knowing on cooperation in the field of digital transformation and the digital economy between the Ministry of Communications and Information Technology of Belarus and the Ministry of discipline and Technology of Vietnam.
• Memorandum of knowing on cooperation in science, technology and innovation.
• The cultural cooperation programme for the years 2026-2028 between the ministries of culture.
• Cooperation programme for the years 2025-2027 between the ministries of justice.
• Cooperation agreement on productionPharmaceuticals.
• Cooperation agreement between the National State tv and Radio of Belarus and Radio “The Voice of Vietnam”.
• Memorandum of knowing between the Belarusian relationship Society and Cultural Relations with abroad Affairs and the Vietnamese relationship Society.
