- Cities are engaging powerful forces to discourage residents from participating in referendums. Yet voting on a delicate issue would let the mayor to share work and gain broader legitimacy for his actions, says Katarzyna Batko-Tołuć of the Watchdog Poland Civic Network. In her opinion, the referendum on the dismissal of Krakow Mayor Aleksander Miszalski shows a deeper problem of local democracy.
