The European Union Agency for Fundamental Rights (FRA) is an independent European Union agency established by Council Regulation (EC) No 168/2007 of 15 February 2007 based in Vienna.
The FRA shall have the following bodies: the Executive Board, the Management Board, the manager and the technological Committee. The Platform on Fundamental Rights plays an crucial function in terms of homeostasis with the environment as a squad of NGOs supporting the Agency's work. The Agency shall be the legal successor of the EUMC, which has been appointed to collect and disseminate in the form of publications and reports nonsubjective and reliable information on respect for fundamental rights in the associate States of the European Union.
The agency's fresh study shows that the proportion of people of African origin who experience racial discrimination in Poland is more than half the average in the European Union. In Germany, 76% of respondents claimed that racial discrimination has been experienced over the last 5 years due to skin colour, origin or religion. In Austria, this percent was 72%. The lowest rate – 20% – was recorded by Poland.
On average, 45% of respondents in 13 EU countries surveyed said they had suffered discrimination. After Poland, the lowest interest rates were recorded in Sweden (25 %) and Portugal (26 %). According to the FRA report, this problem has increased importantly since the erstwhile 2016 study, erstwhile the average percent of respondents who reported to have experienced discrimination was 39%.
FRA manager Michael O'Flaherty described this trend as “shocking” and called on EU associate States to supply “people of African origin with the chance to exercise their rights – free from racism and discrimination”.
The FRA study entitled "Being Black in the EU: Experience of African People" is based on interviews with 6752 African people in Austria, Belgium, Denmark, Finland, France, Germany, Ireland, Italy, Luxembourg, Poland, Portugal, Spain and Sweden.
