Yesterday (14.05.2014) The Council of the European Union approved the alleged Migration Pact. "The EU Council present adopted a breakthrough improvement of the European asylum and migration system. "This establishes a set of rules that will aid with orderly management of arrivals, make effective and uniform procedures and guarantee a fair burden sharing between associate States", the Communication states.
The EU Council approved the Migration Pact. The adopted solutions consist of a full of 10 legislative texts. In theory, the rules are intended to comprehensively regulate migration and asylum policies in the EU by, inter alia, harmonising rules and procedures at national level. In practice, however, they introduce a mechanics of forced solidarity with countries that cannot defender their borders.
The most controversial component of the pact is the mechanisms to force the support of the country under "migration pressure" on another countries. The approved pact provides for 2 specified mechanisms – in both of them relocation is to stay voluntary.
The mechanics of voluntary solidarity, enshrined in the Regulation on Migration Management, will affect the allocation of at least 30,000 illegal immigrants per year between associate States. States will besides be able to choose to pay a “financial equivalent” of EUR 20 000 for each not accepted migrant. Moreover, all year, all countries will declare their commitments under the “pool of solidarity” that a country under “migration pressure” can request.
