What's the plan?
The resolution assumes, among others, the establishment of the global Stabilization Force (ISF), which would be liable for protecting the borders of the Gaza Strip with Israel and Egypt, the safety of civilians, the safety of humanitarian zones and the cooperation and training of fresh Palestinian police formations.
According to the U.S. President's plan, the Gaza Strip would be managed by an unpartisan Palestinian administration operating under the supervision of the Trump Peace Council. The paper stresses that demilitarisation, reconstruction of Gaza and improvement of the Palestinian Authority in the West Bank can yet make conditions for a real way leading Palestinians to self-determination and their own statehood.
Russia and China abstained
Donald Trump thanked the UN and all States on the safety Council, including China and Russia. He added that the Council's composition would be presented in the coming weeks.
Russia, which decided to abstain with China, presented its own motion for a resolution. Although the thought of setting up an ISF has been taken into account, there are no references to the Peace Council.
U.S. Ambassador to the UN, Mike Waltz, described the resolution as groundbreaking and constructive, pointing out that it opens a fresh phase in the realities of the mediate East. As he stressed — as quoted by AP — This is another crucial step towards a unchangeable Gaza Strip that will be able to prosper and an environment that will let Israel to live in security.
