The Ministry of Defence and the commanders of military units obtained access to the Single State registry of civilian State Acts (RUS ZAGS). Officially, the fresh rules are intended to improve the provision of social benefits to soldiers and their families. Analysts, however, indicate that in practice they can facilitate the Kremlin's preparation for another wave of mobilisation.
