In an increasingly little unchangeable world, the professional army is not enough. Above all, there is simply a request to prepare reserves for it, but besides to build the resilience of the full society. Civilians should have the skills to deal with any crisis. This is what the “inReady” task is for. This year in a fresh edition.

A strategy that's hard to break
Russia's full-scale attack on Ukraine has opened a full fresh chapter in Europe's history. "Today, all citizens are liable for the endurance of the state. Therefore, a coherent strategy should be created, which will be able to respond to disturbances in an appropriate way – says Colonel Prof. Leszek Elak, a safety expert at the Academy of War Art. This mechanics consists not only of an efficient and well-equipped military, but besides of decently organized public institutions, private companies, and yet of many citizens, aware of the dangers and able to cope even in the most hard situations.
State resilience is built at different levels. A fresh one, which has been in force since the beginning of 2025, will aid to accomplish this Civil Protection and civilian Defence Actand changes in the education system. This is an important, unprecedented contribution to building social resilience and awareness that we all contribute to our common safety without exception," said Colonel Tomczyk.
According to the calculations of the Ministry of Defence, by the end of 2025 about half a million people were trained in all targeted pro-defensive programs. And the experience of these projects was reflected in the task “inGotality” – in terms of scale in the latest past of Poland absolutely unprecedented.
‘Sisu’ in Polish
The fact that universal voluntary military training will begin, Prime Minister Donald Tusk reported in the Sejm in March 2025. According to government assumptions, in a comparatively short period of time they would cover as many as 100,000 citizens per year. Getting to the Young
The pilotage of the programme “in Goth” began on 22 November and continued almost until the end of December. He included training for civilians. The courses were included in 4 modules – safety, survival, medical and cyber-hygiene – they were expected to contribute to the improvement of social resilience. 132 military units from all over the country were active in the project. The classes were conducted by appropriately trained Territorial Defence Army instructors and soldiers of operational units. They could number on the support of another uniformed services. People of different ages applied for training. Nearly 41% of those willing were women. After the training, the volunteer is transferred to the reserve, but – as the military emphasizes – this is only the beginning of his relation with the army. The point is that the reserve must proceed to keep its combat capability. Each reservist will be given the chance to volunteer for selected training. “We focus on systemic approach and predictability. We want the reservist not to be treated as a “on the phone” but as an component of the system, with a clearly defined way of development. At the same time, we must take into account the reality of work and household life – argues Brig. Gen. Dr. Miernik.
Interestingly, not all classes will be conducted by the military. –Basic training with military equipment remains the domain of the Armed Forces of Poland. However, with specified a scale of the programme not all elements of individual training must and should be carried out only in military units," emphasised General Miernik. “We want the reserve soldier to be able to train individually at the time and place that is most convenient for him. This is why we foresee the anticipation of involving external entities: shooting associations, pro-defence organisations, sports clubs or training companies. This will only take place according to military standards, following the certification of instructors and under constant supervision of the quality of this process. The contract and organisational function will be performed by the Military Property Agency. Then they're going to have a multi-step training. – We intend to prepare candidates to execute circumstantial roles – Colonel Barański says. It will stay in reserve, but will regularly keep its skills in a given unit to power its ranks if necessary. – Obliging students to learn in this form will bring them concrete benefits. This is announced at the conference by the head of the MON 1000 PLN monthly scholarship for students. As a military, we see a large chance for a fresh generation change and quality of reserve officers, while contributing to the improvement of future active citizens, graduates of various fields and fields of study," added Gen. Miernik.
The scope of the task is so highly wide. – The programme fits into reasoning about state safety in a systemic way. The military cannot function in isolation from society. We request conscious citizens who do not panic in crisis situations, who can take care of themselves and their surroundings, while at the same time knowing the function of the armed forces – says Brig.
