Over-regulated EU economy

– The Draghi study made it clear that the EU economy is over-regulated, that we have besides much bureaucracy.

Only if, for example, the PPWR regulation, the EUDR, and Euro 7 will apply from November – emphasises in an interview with Newseria Anna Bryłka, MEP from the Confederation, associate of the Patriot group for Europe.

Packaging and Packaging Waste Regulation (PPWR)

The recovery of the European economy is simply a priority, stressed the president of the European Commission during the last state message. She pointed out, among another things, advanced energy prices or administrative burdens that slow the improvement of businesses. “I am afraid that companies in Europe cannot anticipate deregulation due to the fact that we have heard about it for 2 years,” says Anna Bryłka.

The Packaging and Packaging Waste Regulation (PPWR), which has been in force since August this year, aims, inter alia, at reducing packaging waste, expanding recycling and promoting reusable packaging. The provisions introduce, inter alia, requirements for the plan of packaging, the content of recycled materials, their labelling and restrictions on certain disposable packaging. The EUDR Regulation (EU Deforestation Regulation) which will apply to parts of companies from 30 December 2015 requires natural and legal persons to confirm that certain goods and products placed on or exported from the Union marketplace do not contribute to deforestation and forest degradation. These rules are intended to reduce the marketing of products whose production involves deforestation and forest degradation.

The full planet laughs at the European Union, how it functions, what climate objectives it invents, which are unfulfilled

Euro 7 is simply a fresh European Union regulation on emissions of pollutants from passenger cars, vans, trucks and buses. It replaces earlier Euro 6 standards and besides regulates emissions generated during tyre abrasion and braking. In the first place, from 29 November this year, it will include fresh types of passenger and commercial vehicles.

– We have a number of another legislation, not only from climate policy, quite a few regulation, bureaucracy, registration, reporting. The full planet laughs at the European Union, how it functions, what climate objectives it invents, which are unfulfilled. It destroys its own manufacture on its own request, pushes it outside the EU. All energy-intensive industries are presently in a crisis situation: steel, ceramic, fertilizer, energy and most likely a number of others that are incapable to cope with ETS 1. They have tremendous fees for this – she notes.

The EC has proposed 12 joint legislative initiatives from January 2025 to June to reduce the administrative burden.

Mario Draghi's study was presented on 9 September 2024 and diagnosed the problems of European competitiveness, including advanced energy costs, mediocre productivity, regulatory force and barriers to business. The European Commission has proposed 12 collective legislative initiatives from January 2025 to June to reduce the administrative burden by around €17 billion per year.

Ursula von der Leyen announced further reducing the administrative burden that slows down businesses, but besides called on the associate States to fight gold-plating, which is to "accomplish" obligations and restrictions at the level of national laws against those proposed in the EU forum. The president of the EC besides pointed out the request to velocity up the procedures and formalities for issuing permits and to make Europe more electrified, in order to reduce energy prices.

At present, costs for manufacture or micro-enterprises are so tremendous that no 1 in the EU is able to sustain and everyone is looking for a different direction

"Until there are conditions in Europe to commercialise innovation, nothing will change about innovation either. These conditions include energy prices, bureaucracy, regulation, ease of business. Currently, costs for manufacture or micro-enterprises are so tremendous that no 1 is able to sustain in Europe and everyone is looking for a different direction – notes Anna Bryłka.
