The Constitution of the Republic of Poland, Article 96(2), clearly states:

"The elections to the Sejm are common, equal, direct and PROPORTIONAL

–11 mandates in any regions, +11 in others.

Total difference 11 mandates – precisely as in the title.

They would gain large centres: Warsaw (I and II), Wrocław, Kraków, Gdańsk, Poznań.

This is simply a natural demographic phenomenon that would usually require the Sejm's decision to correct the annex to the Electoral Code. PKW cannot do this alone – it can only propose.

But the Sejm – then dominated by the Law and Justice – did not accept the PKW proposal. The 2022 letter was simply silenced.

Why?
Because all change of mandate besides changes the weight of the vote. And in a proportional system, with the same number of votes, 1 more mandate in Warsaw or Poznań would mean that large cities – where PiS loses notoriously – would get more representatives.
So alternatively of updating the electoral map to the reality of 2023, the election was held according to a breakdown from a decade ago.

PKW chairman, justice Sylwester Marciniak, did his job.

But the Sejm—though he should—did not have to.

And he didn't.

I wonder what the flow will be 3 months before the 2027 elections?
