A strong defence manufacture with its own technologies is not just an economical issue. This is 1 of the foundations of the sovereignty of the Republic of Poland – emphasized representatives of the Polish armed forces who sent a letter to the president on the signing of the SAFE Act. The authors of the letter stress that their position is overpolitic and results from work for the real defence capabilities of the state.
‘[...] Poland allocated evidence defence funds from 2024 to 2026. However, it should be stressed that the amount of these investments in relation to GDP is not the only indicator of the real defence capacity of the state. The way they are allocated, the stableness of backing and the ability of the national manufacture to implement strategical defence programmes are crucial" – we read in a letter from Polish entrepreneurs in the defence sector who consider SAFE to be a solution beneficial for the further improvement of Polish armaments and strengthening Poland's position on the global stage.
In their assessment, the adoption of the SAFE programme by Poland means greater stableness of financing of strategical projects, strengthening the national technology base, expanding the participation of Polish companies in global defence programmes, reducing dependence on abroad supply chains and expanding export competitiveness. "As an environment that is measured regular by the implementation of contracts, investments in technology and the creation of fresh jobs, we call on the president to sign the SAFE mechanics Act" - we read a letter signed by the president of the Polish Chamber of Producers for Defence of the Country, which is the oldest (established in 1995) and the largest organization of Polish defence companies and cooperating companies working to strengthen defence capabilities of Poland.
A akin letter to president Karol Nawrocki was sent by the Entrepreneurship Council, an association of business organisations representing nearly 300 000 employers, who employment over 8 million employees in Poland. "According to the data of the Industrial improvement Agency, more than 50,000 people are presently employed in the Polish arms manufacture itself, and with subcontractors and related sectors around 100 1000 workers are employed. Continuity and predictability of public procurement are a key origin for these jobs," says representatives of the Enterprise Council who believe that the implementation of the SAFE Act will make conditions for further strengthening national supply chains and strengthening competences that will stay in Poland in the long term. "The entry into force of the Act will be an crucial origin not only for the defence of the state, but besides for the stableness and improvement of the national defence industry," says Magdalena Sobkowiak, the government typical for SAFE.
SAFE (Security Action For Europe) is simply a financial instrument that envisages lending 19 EU associate States €150 billion to acquisition military weapons and equipment. Poland is to be the largest beneficiary of this task (EUR 43.7 billion). The funds are to be spent by 2030 and each tranche of the debt will be repaid for 45 years. The list of planned purchases is classified, but the government declares that more than 80% of the funds from SAFE will go to the Polish defence industry.
