On Tuesday (11.04.2023), the paper "Rzeczpospolita" reported that the territory Prosecutor's Office in Zamość is investigating the sale of Ukrainian grain flour to Polish producers which entered Poland as alleged method cereals. The investigation was initiated after notification of the Provincial Inspectorate of Agricultural and Food Quality in Lublin.
Three companies from a group of the largest Polish mills were injured, which bought wheat declared as Polish from companies close Hrubieszow. In fact, they were sold Ukrainian method cereals for burning or for pellets. The prosecution prohibited the ‘Rzeczpospolita’ from disclosing company names ‘for the sake of the investigation and protection of the victims’. The diary reports that only 1 of these companies did not usage purchased grain to produce flour.
Prosecutor Anna Rębacz, a spokesperson for the Zamość prosecutor's office, reports that "the proceeding was initiated in the case of bringing 3 entities to the unfavourable regulation with property in order to accomplish a property benefit of PLN 1.5 million". The affected companies purchased 1025 tons of Ukrainian wheat from September to November 2022. No one's been charged yet.
The Ministry of Agriculture did not state how much grain from Ukraine had been placed on the Polish marketplace since May 2022, erstwhile Polish borders were opened for duty-free imports of Ukrainian agricultural products. According to Tomasz Obszański, the head of NZSS RI Solidarity, about 3 million tonnes of grain from Ukraine were imported into Poland. Most passed across the border as alleged method cereals which, unlike consumer and feed cereals, are not subject to any control.
The word “technical cereals” does not appear in Polish or EU regulations. Why did the customs and taxation service pass specified grain across the border? The “Rzeczpospolita” diary asked the Ministry of Finance, but did not receive an answer.
According to Marcin Sobczuk, a farmer from the Association “The Defrauded Village”, now Ukrainian cereals enter Poland as “industrial cleaning”. – Border services have been given instructions to leave the tira for up to 3 minutes. You can't even take the tarp off at this time. – Sobczuk says.
