Designing a Better Europe Together – Supplement to the Better Europe Report

The current publication is simply a continuation of the “Better Europe” study prepared by a group of independent Polish experts in 2024 and is based on debates initiated after its announcement during the Polish Presidency of the Council of the European Union. In particular, this supplement mostly derives from the results THINK TANK FORUM 2025, which was a key event to make and deepen the recommendations of the Better Europe Report, as well as from a series of debates and circular tables held in respective capitals of the EU associate States on the improvement of the European Union. The Forum took place on 8-10 May 2025 in Warsaw and Toruń as an authoritative event of the Polish Presidency in the EU Council. The event was attended by leading analysts and opinion leaders from all EU associate States, the UK, Switzerland and the European economical Area to jointly identify applicable actions that could be implemented during the organization cycle 2025-2030.

The study highlights the request for a holistic approach to the challenges facing the EU, based on closer cooperation between associate States, while strengthening the EU institutions and involving civilian society. The paper shows that joint action in many areas, peculiarly in the field of defence and cybersecurity, can make synergies and increase the effectiveness of European Union action. alternatively of focusing on fragmentary changes, the Polish study proposes a Framework improvement Programme, which treats different aspects of reforms as interconnected projects.
