The reduced time limit for the examination of the task was justified by urgency – the bill must enter into force so that the government can sign the first agreement in March. The draft, published by the Government Legislative Centre in January, formally went to the Sejm a fewer hours before the committee meeting, which is why the Legislative Office did not prepare for the first reading of customary legislative and editorial amendments.
