The Ministry of Interior and Administration originally estimated the cost of printing the guide at PLN 29 million. However, in the tender procedure, only 1 proposal was received, accounting for PLN 44.92 million, and nevertheless the tender was not cancelled.

The WSiA Press Office, responding to these allegations, assessed:

The award procedure may be terminated in 2 ways, either by concluding a contract or cancelling the procedure. The procedure may be annulled only in cases strictly defined in the Pzp Act (Article 255), for example erstwhile there is no anticipation of expanding the financing of the contract. In this case, this condition was not applicable as the Ministry of abroad Affairs launched the envisaged provisions from the civilian Protection and Defence Programme.

The Polish Post Office, liable for packaging and delivering brochures, besides benefited from the project, for which it received PLN 11.4 million. According to the calculations of the Ministry of abroad Affairs, the average cost of printing 1 copy is PLN 2.76 and its transportation to the household is PLN 0.68 gross. Distribution began in the east part of the country, covering Lublin, Podlaskie and Warmian-Masurian voivodships.
