President of the Association of region Hospitals: At least 40 hospitals are seriously at risk

At least 40 region hospitals are at hazard of bankruptcy," said PAP president of the National Association of Employers of Regional Hospitals Waldemar Malinowski after analyzing the study on the state of finance of the institutions. The union calls for simplification of the system.

The study prepared by the Association of Polish Districts will be discussed on Wednesday during the conference of OZPSP, ZPP and patient organizations.

"The finances of the region hospitals are increasingly poor," Waldemar Malinowski told PAP. He added that the paper indicated that respective twelve facilities could collapse.

According to the head of OZPSP, it is essential to simplify the wellness system.

– It is over-regulated, already organizationally impossible to pass, in a minute the legal environment will make it impossible to conduct business," he said. He pointed out that the solution was the fresh Act on Medical Activity.

The OZPSP issued a position in which it stressed that "the current wellness finance policy is bringing [...] institutions to a breakdown and is seriously threatening patient safety". He explained that the deficiency of settlements for 2025, the simplification of over-execution backing and under-estimation of benefits mean that the vast majority of region hospitals end up with a year's loss, and the cumulative results counted nationally scope PLN billion.

In the association's assessment, "new NFZ announcements on the simplification of backing for AOS and rehabilitation and changes in the accounting rules for TK, RM, gastroscopic and colonoscopy are peculiarly dangerous". This is simply a mention to the fresh accounting rules for these diagnostic tests introduced in April. The alleged degressive rates were introduced. For each colonoscopy and gastroscopies performed above the value specified in the agreement, the National wellness Fund pays the facilities 60% of the standard valuation.

The Polish Union of Clinical Hospitals besides spoke on changes in wellness care last week. They called for a "revision of the assumptions of financial cuts in wellness care and an urgent, reliable discussion on expanding wellness care expenditure in a way that would let the standards of treatment to be maintained in Poland at least at the current level, without harming patients' wellness and promoting pathology in the wellness care strategy in order to match the mechanisms of the pension payer – NFZ".

To draw the government's attention to the problems of region hospitals, OZPSP planned a protest spread out for the following days of this week. The facilities that will take part in it will be relegated, the staff will wear black shirts. Waldemar Malinowski assured that patients would not endure from these activities, all medical benefits would be performed normally.
