The Russian Ministry of Defence has developed a bill that assumes to direct the reserveists to peculiar collections, but only in their region of residence, to defend critical infrastructure facilities. It's not mobilization, it's a strategical consequence to the increasing threat of drone attacks. The task reached the public at a time erstwhile the country struggles with increasingly frequent impacts on energy and industrial facilities.
