Crisis guide ready!

How you deal with the crisis depends on whether you prepare yourself sooner. That is why the government has developed a “Safety Guide” with instructions on how to behave in crisis situations in both peace and war. The guide is already available online, and by the end of the year – in paper version – it will go to all home in Poland.

On 28 August 2025, Władysław Kosiniak-Kamish, Deputy Prime Minister of National Defence, presented “Safety Guide”.

“We present the “Safety Guide” which was created to be prepared for all crisis situation,” said Władysław Kosiniak-Kamysz, Deputy Prime Minister, Minister of National Defence, announcing the release of the guide at a press conference at the Military Centre for Civic Education in Warsaw. The head of the MON assured that the intent of the publication was not to scare anyone, but to prepare Polish citizens for various situations of crisis, not only during the war, but besides during fire, flood, hurricane, natural disaster, terrorist threat or another situations in which we must evacuate.

– During the fresh flood, we heard the opinions of the flooders that if specified a guide were then available, they would be better prepared and it would be easier for them to decide to evacuate and leave their homes – the Deputy Prime Minister argued. The head of the MON besides referred to the situation in Ukraine. He admitted that the crisis situations presently seem distant to Poles, but it is worth remembering that erstwhile the war broke out behind our east border, millions of people had to evacuate in a short time.

Three safety priorities

The head of the MON explained that the guide made available present thanks to the simple language and accessible graphic plan is easy to learn for everyone. The publication contains instructions, how to prepare yourself, your family, your home and the nearest to the crisis and how to respond to emergency situations. Work on the guide lasted from February to August of this year and there were about 100 people active with more than 20 institutions including specialists from MON, the Ministry of abroad Affairs, the Government safety Centre. The guide was developed by crisis management experts, firefighters, scouts, paramedics, soldiers. Military Publishing Institute, publisher of the Polish-Army portal.pl was besides active in the creation of the guide. During the conference, the Deputy Prime Minister thanked everyone for their work in preparing the guide. – Among us are editors Joanna Rochowicz and Marta Sachajko from “Polish Armed Forces”, said the head of the MON.

Kosiniak-Kamysz recalled that the current government has set 3 safety building priorities: a strong army, strong alliances and a strong society. “We do, we don’t talk, in the case of civilian protection, you can see it with the bare eye, and the “Safety Guide” is the best proof that we will be ready for any situation”, said the Deputy Prime Minister. Among the actions undertaken so far, he has calculated, among others, the adoption of the civilian Protection and civilian Protection Act and the decision that 0.3% of GDP will be allocated to civilian defence. “We are building civilian defence, we will start distributing immense additional funds, almost PLN 5 billion, to local governments to carry out the most crucial tasks to support civilian protection”, Marcin Kierwiński, Minister of Interior and Administration added.

The head of the Ministry of abroad Affairs stressed that for the first time in Poland the essential information was collected in 1 publication on how to respond to crisis situations. – This guide is part of building social resilience to danger. Each of us has a work to defend his country, but besides the state has a work to defend its citizens," Kierzinski emphasized.

The Minister of the Interior reported that During the work, experts from Ukraine were consulted, among others,. Scandinavian experience in crisis consequence has besides been used. “We live in dangerous times, behind our east border there is an armed conflict, and almost all year we fight the effects of natural disasters, this guide is expected to make everyone safer,” said Minister Kierwiński.

From present the guide is available online. You can usage the electronic version (in PDF) or print it. Ministers, however, announced that the distribution of the printed version of this publication will shortly begin, and at the latest in the beginning of next year the guide will go to all household in Poland. On the another hand, Col. SG Mariusz Marchlewicz, Deputy manager of RCB, reported that shortly the MObywatel application will feature a tab containing the most crucial content from the guide.

Crisis? Come to it with your head!

More than 40 pages of the “Safety Guide”, with readable graphics, contain the most crucial information about how to prepare and respond to various crises: cyber attacks and misinformation, natural disasters, and military situations. The introduction explained the tasks of civilian protection and civilian protection and the roles of different institutions in the event of a war, as well as how average citizens should behave, where to search aid or where to get news.

The guide is divided into 2 main chapters on preparation (e.g. home, car, animals, emergency pack) and emergency or crisis response. In turn, the subsections discuss details of behaviour in circumstantial situations, e.g. during fires, floods, long-term power outages, air strikes, chemical or atomic threats, terrorist or misinformation and cybercrime.

The guide will facilitate the preparation of a household plan in the event of a crisis, which should include, inter alia, the location and timing of meetings in the event of separation and deficiency of communication. We will besides find guidance on where to search refuge and how to behave in the crowd. applicable information on, for example, individual hygiene in the absence of moving water, electricity or heating has besides been added.
