"20 billion PLN from KPO can be redirected to defence. According to experts, this could be the bomb squad. Katarzyna Pełczyńska-Nałęcz, Minister of Funds and Regional Policy, found a way to fund it - money for this intent will come from funds saved in KPO. The Green Urban Transformation Program has the top potential. Within it there are 40 billion PLN in the form of loans to local governments with the anticipation of their redemption. Cities have so far reached for half of this amount.(...) Defence experts are affirmative about this idea(...) They emphasize that all weapons projects are very costly, that the machines that are utilized to manufacture weapons are custom-made, and that specified equipment is expected for a very long time. There are besides many unknowns. The challenge will be, at least, to convince the EC officials, due to the fact that the reconstruction of the plans to spend KPO will require that this be agreed with the Commission."
