The fresh draft envisages amending the Minister of Infrastructure's Regulation of 5 March 2019 on prohibitions or restrictions on flights for more than 3 months above urban areas. It was addressed to the arrangements on Monday 20 October 2025. Its main nonsubjective is to introduce alleged R zones in which restrictions on general aviation will apply.

Areas of bans and restrictions on flights over cities. A revolution is coming
As the Ministry of Infrastructure points out, the aim of the task is to adapt the provisions included in the regulation "to the current state of the needs and requirements of airspace users by a more precise indication of the bans and restrictions on flights over urban areas". According to the government, changes are essential due to the fact that the zones are now demarcated through administrative boundaries, resulting in the inclusion of non-urban areas as well.
The current definition of the boundaries of the areas of bans and restrictions on flights over cities means that crucial airspace areas designated over areas within administrative boundaries of cities that stay unbuilt or are not densely built areas, (...) stay inaccessible to airspace users

The fresh zones of R will include the largest Polish cities specified as Gdańsk, Łódź, Poznań, Warsaw, Kraków, Wrocław, Bytom, Zabrze, Chorzów, Dąbrowa Górnicza, Gliwice, Katowice, Ruda Śląska, Sosnowiec and Tychy.
Approvals to operate in R zones issued under existing provisions shall stay valid for the period for which they were issued.
- reads the regulation to enter into force on 16 April 2026. The boundaries of designated R zones will take into account the data of the Main Office of Geodesy and Cartography. Their form will be based on simple geometric figures. The justification for the task besides states that this solution is intended to facilitate the preparation and execution of the flight.
