Polish HIMARS in deadlock. What blocks rocket production?

Despite the negotiations that lasted for more than 2 years, it was inactive not possible to get approval to transfer to Poland the production of missiles to the HIMARS system, called lobster-A in Poland. Sources Defence24.pl indicate that this is simply a peculiarly hard point in talks that causes a stalemate of negotiations. Poland wants to combine the construction of rocket production capacity with another order on the launcher, but for now the program is in a turn. There are over 100 launchers on the table, and in the further batch more than 300, but Ukraine's experience shows that the acquisition of launchers without guaranteeing the production of missiles is losing sense.
