In about 3 months, the mCitizen app will be enriched with a chatbot based on Polish large PLLuM language model.

This was announced by Deputy Prime Minister and Minister of Digitization, Krzysztof Gawkowski, during his speech at the Masters & Robots ’25 conference in Warsaw. This is the first specified implementation of the national AI model in a government application in Europe.

During his speech, Minister Gawkowski stressed that although the mCitizen app has already exceeded 10 million users, the key challenge remains to complement digital competences in society, especially in smaller towns. The aim of the government is to make usage of the app not of 10 and 20 million citizens.

The introduction of a chatbot based on PLLuM (Polish Linear Better Modeling System) is to be a step towards building “Polish technological sovereignty”. The minister mentioned that this model, developed for the market, will work alongside the Bielik model, which is designed to support government and local government administration.

Krzysztof Gawkowski besides raised another topics related to digital transformation. He hoped that by 2035 the circulation of paper papers in the state administration would be completely eliminated. He besides reiterated his position on the introduction of a digital taxation for global technological giants. “Pay as much as you gain and don’t leave the Polish company on the car due to the fact that it pays and you don’t,” the Deputy Prime Minister said.
