The Axios portal revealed details of the 28-point draft peace agreement for Ukraine, which was created in Washington DC. Although the U.S. administration emphasizes that the paper is 1 of the options and may change after consultation with Kiev, Moscow and European allies, its content has already sparked immense emotions. The plan besides assumes an crucial function of Poland.


The American peace plan begins with a declaration confirming the sovereignty of Ukraine and with the thought of a large, tripartite non-aggression agreement between Kiev, Moscow and Europe. In exchange for "clearing disputes for the past 30 years", Russia would undertake not to attack its neighbours, and NATO would not grow further, reveals the Axios portal.

In return, Kiev would receive US safety guarantees and promise a comprehensive recovery plan – from infrastructure and the energy sector to the improvement of fresh technologies and the extraction of natural materials. The United States and Europe would put tens of billions of dollars into this, and part of the frozen Russian assets would be utilized to finance these investments.

However, the most controversial part of the paper deals with territorial issues: The Crimea and occupied parts of Donbas were to be de facto considered Russian, and the Kherson and Zaporosian circuits – "frozen" along the front line. The remainder of Russia's territories would be returned and the withdrawal region would become a buffer recognised as part of the Russian Federation.

This fresh safety architecture provides a circumstantial place for Poland. The plan involves the stationing of European fighters in the territory of the Republic of Poland – not in Ukraine, whose presence of NATO troops would be excluded, but in Poland as a country guaranteeing the safety of the east flank.

Warsaw would so become 1 of the key points of deterrence and at the same time an component of the "surveillance system", which would deter from breaking the agreement.
