A simple question can be asked first: is there a competency dispute between the president and the government? The answer is clear: yes, it is. This is due to the fact that the Constitution of the III Republic of Poland divides executive power into 2 entities: the Council of Ministers headed by the Prime Minister and the president of the Republic of Poland. With mention straight to the Basic Law, abroad policy is the domain of the government which is liable for shaping and implementing it (Article 146(1)). The president has certain prerogatives in this area, specified as ratification of global agreements (Article 133(1)(1)) or representation of the state internationally (Article 126(1)). On the another hand, there is no clear discrimination between the powers of both authorities.
