The Quantum Pact was issued last December by the Spanish Presidency**. By March, it was signed by 18 associate States [the European Union](https://cyberdefence24.pl/politics-and-law/Union-European-reacts-on-disinformation-on-x-walks-to-war-in-Israel) including Germany, Italy, the Czech Republic or Hungary.
