[Strategy of debt management of the public finance sector](Druk nr 1749 - Sejm of the Republic of Poland) is simply a paper cyclically prepared by the Ministry of Finance, according to national requirements, but besides the European Union. Poland must meet the criteria of fiscal policy, related, inter alia, to the provisions of the Constitution of the Republic of Poland (assuming that state government debt must not exceed 60% of GDP) and to EU rules, which mostly mean that public debt (the full public sector, the alleged General Government) should not exceed 60% of GDP and the budget deficit for a given year – 3% of GDP.
