The Polish Ministry of abroad Affairs unexpectedly liquidated the position of proxy for Polish-German social and border cooperation. The Laconic Ministry's announcement on the case appeared on Tuesday night on X.
For a small more than a year now, a nonmecologist, Prof. Krzysztof Ruchniewicz, has served as a representative.
The attorneys have been in the last fewer years. They were more or little engaged, but even in times of cold on the Warsaw-Berlin line, which prevailed during the regulation of the Law and Justice, the position of coordinator existed.
That's why his abrupt liquidation is simply a amazing move. Especially since only a fewer months ago, during the visit of German Chancellor Friedriech Merz in Warsaw, Prime Minister Donald Tusk announced a fresh beginning in Polish-German relations. – possibly the most crucial in the past of the last fewer years – he said at the time.
German coordinator without a partner?
After the dismissal of the post of lawyer in Warsaw, a question arises about the future of his German counterpart. A coordinator for Polish-German intersocial and border cooperation is established at the German abroad Ministry. Since May this position has been held by diplomat and CDU MP Knut Abraham.
In an interview with DW, the German coordinator admits that he is completely amazed by the Warsaw movement. But he hopes that it is only an organizational change, and shortly a fresh partner will appear in Poland, even if he was to operate in another configuration.
– Therefore, we must wait to see what position the Polish government will take in this very crucial area," he says.
Abraham assumes that the decision of the Polish MFA is not straight related to Germany, but is dictated by interior policy. German politician besides assures that – although temporarily deprived of his partner on the Polish side – he will proceed his work for initiatives of Polish-German civilian society and border cooperation.
The spokesperson for the German government and the German Ministry of abroad Affairs withdrew on Wednesday from the answer to the question of the DW whether the continued existence of the coordinating function in Berlin makes sense without the Polish counterpart. They only diplomaticly stated that good relations with Poland are very crucial for Germany.
"Negative signal"
Deputy manager of the German Institute of Polish Affairs in Darmstadt Dr Agnieszka Łada-Kofefal assesses in an interview with DW that the abrupt liquidation of the coordinator's position is very worrying.
– This is simply a negative signal for Polish-German relations, due to the fact that this position is very necessary, on both sides of the border. Meanwhile, Knut Abraham is now without a partner on the Polish side and without a clear imagination that this will change quickly," he says.
The expert adds that the liquidation of the coordinator's position is an independent decision of Poland, but it would be good to inform the German partner about specified intentions.
– The question remains: what next? Whether the liquidation of this position, which was anchored in the MFA, means that there will no longer be specified a position for the coming months or years, whether it is just a change of expression and the place of attachment of this function. This would give hope that it would appear somewhere in the structures of the government," adds the Łada-Konefal.
Long Tradition
The coordinator for cooperation with Germany or cooperation with Poland is simply a bilateral function. It is hard to imagine that Germany would keep this position if it were permanently liquidated in Poland.
Cooperation coordinators were established in Germany and Poland for the first time in 2004. These functions were then covered by Gesine Schwan and Irena Lipowicz.
Currently Germany has only 3 bilateral co-ordinators – with Poland, France and the transatlantic coordinator (US and Canada). The existence of specified a position is considered to be an expression of peculiar importance of bilateral relations with the country concerned.
The Ministry of abroad Affairs in Warsaw replied to the DW's question about the future of the position of co-coordinator for cooperation with Germany that its liquidation is part of the process of optimising government administration activities and is the consequence of the evaluation carried out at the Ministry of abroad Affairs.
"In the face of current threats to global safety and governance, close cooperation between Poland and Germany is essential and requires appropriate prioritization and appropriate dynamics in key areas. Hence, it became essential to make a fresh organization solution which will respond most effectively to current challenges in Polish-German relations concerning political issues. We hope that this process conducted in cooperation with the German side will be completed soon" – we read in the DW reply.
