Of course, Polish Network F. is the Łukasiewicz Network created in the likeness of this German. Yesterday I had the pleasance of visiting 1 of the F. institutes in Freiburg.
My (and not only my) allegation to the £1 Network was that there is no high-tech manufacture in Poland that could finance the Network, as in Germany with the F Network. There is no Bosch in Poland, there is no Osram, there is no Bayer, there is no Siemens or Volkswagen. Our large companies are Orlen or KGHM, which do not belong to high-tech.
But in Freiburg, I learned that this semiconductor institute is half funded by the German Ministry of Defence.
We spend 5% of our GDP on arms. That's 40 billion euros. What percent do we spend on R & D? I'm guessing zero. We like spending billions on equipment from America or Korea alternatively of developing Polish technologies.
