Information about changes in the task and how the program “Swordfish” is being implemented begins to origin concern. Babcock, which was expected to be the guarantor of the timely and consistent transfer of frigates to the Polish Navy, does not fulfill its function in this case. It is besides unknown whether Babcock's offer would be better than what TKMS and Navantia had previously proposed.
