In 2025 drivers in Poland must be ready to change the strategy of penalties and fines for traffic offences. The fresh rules, which will come into force at the beginning of the year, do not supply for drastic increases, but make crucial changes, peculiarly in the absence of mandatory OC insurance. Drivers will gotta deal with higher fines, as well as tightening penalties for speeding or driving under the influence of alcohol.

Changes in speeding penalties

In 2025, the amount of speeding tickets remains close to the rates in force from erstwhile years, but there are any differences depending on the degree of misconduct. For speeding by 30 km/h, drivers will pay 400 PLN. If it exceeds 31 km/h, the fine will increase to PLN 800. In the case of major infringements, the mandate may be up to PLN 2500, and in the case of recidivism – PLN 5000.

The government is besides planning fresh regulations to let the driver's driving licence to be retained, which will exceed 50 km/h outside the built-up area. Currently, specified government only applies to built-up areas, but this change aims to increase road safety, especially on faster routes outside cities.

It is worth noting that the recidivism – i.e. the re-fulfillment of the same offence in 2 years – will consequence in a double mandate. For example, for exceeding velocity by 40 km/h, the ticket will be from 800 PLN to 1600 PLN and in the case of recidivism – from 1600 PLN to 3200 PLN. Drivers who exceed the velocity by 71 km/h and more can pay up to PLN 2500, and in case of a repeat, the punishment will increase to PLN 5000.

Mandates for another road offences

Also in 2025 advanced penalties are expected for another traffic offences, specified as the usage of a mobile telephone while driving. The driver who does not comply will pay 500 PLN of the mandate and receive 12 punishment points. Driving without lights at night will cost 300 PLN, while during the day – 100 PLN. In addition, for not giving up precedence to the pedestrian, the driver can be punished with a fine of PLN 1500 (in the case of a repeat – PLN 3000) and 15 punishment points.

Another serious offense is overtaking a pedestrian crossing. In this case, the punishment is PLN 1500 and in the case of recidivism, the mandate increases to PLN 3000. In turn, not giving up precedence to the pedestrian besides threatens with advanced penalties – PLN 1500 or PLN 3000 in case of repeated misconduct.

Higher penalties for deficiency of compulsory OC insurance

As of 1 January 2025 there is an increase in penalties for deficiency of compulsory OC insurance. These penalties will amount to as much as PLN 9332 if the break in insurance is longer than 14 days. It is worth adding that penalties for the absence of OCs depend on the minimum wage, which from 2025 amounts to PLN 4666 gross. In 2024, it amounted to PLN 4,300, which means an increase of about 10%.

In practice, this means that:

  • for a break in the OC up to 3 days, the punishment is PLN 1866,
  • for a break from 4 to 14 days, the punishment is PLN 4666,
  • for a break longer than 14 days, the driver will pay PLN 9332.

Strengthening road rules

The government besides plans to introduce stricter penalties for repeat offenders, especially those who origin road accidents. For a fatal accident, drivers will gotta face higher penalties. In addition, in the case of recidivism, the court may order a life ban on driving, vehicle confiscation, as well as the work to pay a minimum of PLN 10 000 to the victim of an accident.

Drivers who commit a traffic offence under the influence of alcohol will be exposed to vehicle confiscation. If the alcoholic strength exceeds 1,5 °C, the court will be required to decide whether the vehicle is lost.

Penalties for illegal racing

Another change is to exacerbate penalties for illegal races. Participants in illegal motor racing will be able to go to jail for a period of 3 months to 5 years. Furthermore, organisers of specified races will gotta face fines and another legal sanctions.

Summary of changes in road rules

In 2025 drivers should prepare for higher penalties for traffic offences and no mandatory OC insurance. These changes aim at expanding safety on Polish roads and effective enforcement of road rules. It is worth following the rules to avoid serious financial and legal consequences
