Poland inactive low in DESI ranking. Digitisation of KPRM gives reasons

Since 2014, the European Commission has published the Digital Economy and Digital Society Index (DESI). The index aims to measure the advancement of EU countries towards the digital economy and society. Poland has been at the grey end of this ranking for years. Why?
