The bull case is back. The Sejm received a citizens' petition, which the author wants people 30 years of age without children to pay a double pension and families with 1 kid 50% higher. Petitions are now being dealt with by the Committee on Petitions.

This is again the time erstwhile in the public debate the subject of the alleged bull – solutions that already functioned in the times of the Polish People's Republic as a form of encouragement to start families and have children. At that time, there was an increased income taxation on children who were both singles and married.

A fresh taxation for no children? A petition came to the Sejm

Petition implies changes to the pension strategy to cover persons over the age of 30. As proposed, childless persons would gotta pay a double pension contribution. Higher contributions, increased by 50%, would besides apply to married couples raising only 1 child.

However, exceptions are provided. Infertile persons or those who have lost a kid would be exempt from the additional burden. Anonymous petitioner argues that childless people do not contribute to the increase in the number of future taxpayers, and thus "naturally burden the strategy without compensating for its future maintenance".

He besides points out that over 30 years of age is the time erstwhile a given citizen completed his studies, most likely he took a occupation and earns a living. "I have no another reason than there is no justification for the retirement age of 60 years for women and 65 years for men, and this is due to 19th-century events," he stated in the petition.

The subject of "the bull" comes back.

According to the calculations of "Faktu", childless people earning a minimum wage would gotta pay PLN 455 to ZUS all month. In the case of earnings of PLN 6 1000 this amount would increase to PLN 585. At incomes of PLN 8 1000 – up to PLN 780 and at PLN 10 1000 – PLN 976 per month.

The justification for the petition highlighted that the changes are intended to support the social safety strategy and guarantee its stability. Government figures indicate a increasing demographic crisis. According to the Ministry of Finance forecasts, the number of children in Poland will decrease by more than 600 1000 between 2024 and 2029. In turn, the CSO data show that since 2017 the number of births falls by about 1100 each year.
