The starting point for this article is an analysis of the Royal United Services Institute (RUSI) by Emily Ferris entitled "How Russia's War in Ukraine is Creating home safety Gaps". The author points out that war has become a central component of the Russian political system, and decisions on interior stableness have begun to subjugate the logic of front action, which, in her opinion, leads to serious gaps in the interior safety system.
