U.S. peace plan for Ukraine. fresh Yalta

The peace plan presented by the US to Ukraine reveals something that nobody officially wants to talk about: the war ends as Russia wanted from the beginning, and the West is preparing for a large reconstruction – of course not for its own money.

Details of the agreement, which resulted from talks between the US and the Russian Federation, was published on Thursday night on Friday by a portal Axios. In 28 points, a fresh reality is recorded, in which Ukraine loses land, sovereignty and future income, and they gain everyone but it. This is not a peace agreement. This is simply a business settlement.

On the basis of revealed media information, the US plan for Ukraine includes 28 points. The most crucial of these are:

  • Confirmation of Ukrainian sovereignty.
  • Conclusion of a comprehensive non-aggression agreement between Russia, Ukraine and Europe.
  • Russia undertakes not to invade neighbouring countries; NATO refrains from further expansion.
  • Security dialog between Russia and NATO with US support.
  • Security guarantees for Ukraine, conditional and dependent on its behavior.
  • Limiting the number of Ukrainian armies to 600,000 soldiers.
  • The ban on Ukraine's accession to NATO and the formal commitment of the alliance to the deficiency of Ukraine's acceptance in the future.
  • No NATO troops stationed in Ukraine.
  • Stationing European fighters in Poland.
  • U.S. guarantees include nullifying conditions if Ukraine attacks Russia.
  • Economic integration of Ukraine with the EU, access to the European market.
  • Ukrainian reconstruction fund: infrastructure, data centres, energy, natural materials extraction.
  • Russia's gradual reintegration into the global economy and possible return to G8.
  • The frozen Russian assets are to support the reconstruction of Ukraine.
  • Establishment of the USA-Russia Working Group to oversee the implementation of the plan.
  • Russia is legally bound by non-aggression policies towards Ukraine and Europe.
  • Extension of arms control treaties (including START-I).
  • Ukraine remains a state without atomic weapons.
  • Energy from Zaporozh atomic power plant shared between Russia and Ukraine under the supervision of the IAEA.
  • An educational programme promoting tolerance and protection of minorities.
  • Recognising Crimea and parts of Donbas as Russian; freezing of front lines in the Kherson and Zaporosian circuits.
  • The commitment of both parties to not changing borders by force.
  • Security guarantees are conditional.
  • Ukraine has the right to commercial transport through Dniepr; the establishment of grain transport by the Black Sea.
  • Humanitarian Commission – prisoner exchange, support for war victims.
  • Elections in Ukraine within 100 days of signing the plan.
  • Full amnesty for all parties to the conflict.
  • The agreement overseen by the “Council of Peace”, is chaired by Donald Trump; infringements sanctioned.
  • Suspension of the weapon at the minute of withdrawal of forces to agreed points.

Analyzing the plan, it is clear that Russia and Western countries participating in Ukraine's reconstruction are the only real winning party.

Russia receives what it wanted: control of Crimea and part of Donbas. In practice this means that the war, which cost tens of thousands of victims and immense destruction, was pointless from a territorial point of view for Ukraine.

Ukraine loses much of its sovereignty: restrictions on the army, deficiency of the right to join NATO and the request to adopt safety guarantees.

The West and the US gain financially and strategically: contracts for reconstruction of Ukraine, economical influence, geopolitical advantage. Military and economical aid, although presented as a motion of solidarity, in practice generates commitments to suppliers.

Poland, accepting refugees and supporting Ukraine, bears social and economical costs. The profit is the presence of NATO (shipping fighters), but the long-term political and strategical risks remain.

Historical experience shows that US interventions are seldom selfless – from Normandy, Iraq and Afghanistan, to modern Ukraine, they have always been accompanied by economical and geopolitical benefits for America.

The conclusions are brutally clear: Ukraine is simply a loser in this conflict, due to the fact that the war cost the country a large deal, and political and economical ties to the West did not bring real profits to it. Poland and another countries supporting Ukraine besides endure consequences, frequently without full clarity about the financial and political conditions of this assistance.

Ukrainian president Zelenski said today:

Now is 1 of the hardest moments in our history. The force on Ukraine is now 1 of the hardest. Ukraine may face a very hard choice — either a failure of dignity or a hazard of losing a key partner. It's either 28 points, or exceptionally hard winter, the hardest and further risk. A life without freedom, without dignity, without justice, and that we should believe who attacked twice already. They'll be waiting for our answer.

The bitterness that the U.S. Ukrainians must feel present is besides well known to Poles. The impertinence of powers is frightening. Only their interests are important; only empty gestures and lying declarations are for the others.
