1. The sovereignty of Ukraine will be confirmed.

2. A comprehensive non-aggression agreement will be concluded between Russia, Ukraine and Western Europe. All ambiguities of the past 30 years are considered to be explained.

3. Russia is expected not to invade neighbouring countries and NATO will not grow further.

4. Russia and NATO, through the US, will engage in dialog to address all safety issues and make conditions for de-escalation in order to guarantee global safety and increase opportunities for cooperation and future economical development.

5. Ukraine will receive solid safety guarantees.

6. The number of the Armed Forces of Ukraine will be limited to 600,000.

7. Ukraine agrees to include in its constitution that it will not join NATO, and NATO agrees to the evidence that Ukraine will not be admitted to the Alliance in the future.

8. NATO agrees that its soldiers should not be stationed in Ukraine.

9. European fighters will be stationed in Poland.

10. The USA shall ensure:

— the U.S. will be paid for the warrant (safety); — If Ukraine invades Russia, it will lose its guarantees; — If Russia invades Ukraine, in addition to a strong coordinated military response, all global sanctions will be imposed on it again, designation of the fresh territory and all another benefits of this agreement will be revoked; — If Ukraine launches a rocket on Moscow or Petersburg for no reason, the safety warrant will be considered non-binding.

11. Ukraine can join the EU and receive short-term preferential access to the European marketplace as long as this issue is dealt with.

12. A powerful global package of measures to rebuild Ukraine, including: “The creation of the improvement Fund of Ukraine, which will invest in fast-growing industries, including technology, data centres and artificial intelligence. — The United States will cooperate with Ukraine on the joint reconstruction, development, modernisation and operation of Ukrainian gas infrastructure, including pipelines and retention facilities. — Joint efforts to reconstruct the areas affected by the war to rebuild and modernise cities and residential areas. — Infrastructure development. — Mining of minerals and natural resources. — The planet Bank will make a peculiar financial package to accelerate this action.

13. 14. Frozen funds will be utilized as follows: — $100 billion in frozen Russian assets will be invested in US-led reconstruction and investment efforts in Ukraine; — The United States will receive 50% of the profits from this venture. 16. Russia will legally sanction its policy of non-aggression towards Europe and Ukraine.

17. The US and Russia will agree to extend the non-proliferation and control treaties, including the START I Treaty.

18. Ukraine agrees to be a state without atomic weapons in accordance with the Non-Proliferation Treaty.

19. The launch of the Zaporoska Atomic Power Plant will take place under the supervision of the global Atomic Energy Agency, and the electricity produced will be shared equally between Russia and Ukraine.

20. Both countries commit to implementing educational programmes in schools and in society to advance knowing and tolerance towards different cultures and to destruct racism and prejudice: “Ukraine will adopt EU rules on spiritual tolerance and the protection of language minorities. — Both countries will agree to abolish any discriminatory measures and warrant the rights of Ukrainian and Russian media and education. “All ideology and Nazi activity must be rejected and banned.

21. Territories: — Crimea, Luhansk and Donetsk circuits will be considered de facto Russian, including by the US. — The Kherson and dam circuits will be frozen along the contact line, which will de facto mean designation (territory) along the contact line. — Russia will depart from another agreed territories which it controls outside these 5 regions. — Ukrainian forces will retreat from the part of the Donetsk Oblast they are presently controlling and the withdrawal region will be considered a neutral demilitarised buffer zone, internationally recognised as a territory belonging to the Russian Federation. 22. After agreeing on future territorial arrangements, both the Russian Federation and Ukraine undertake not to change these arrangements by force. safety guarantees will not apply in the event of a breach of this undertaking.

23. Russia will not prevent Ukraine from utilizing Dnieper for commercial purposes, and agreements will besides be reached on the free transport of cereals across the Black Sea.

24. 28. erstwhile all parties agree to this memorandum, the ceasefire will enter into force as shortly as both parties retreat to agreed points to start implementing the agreement.
