– For respective months now, we have been working on the method of measuring local content – says Newseria Marek Szczeł-Wolan, president of the Central Statistical Office.
– It is not easy to make an effective measurement methodology due to the fact that we request to combine 2 aspects. 1 aspect is related to classical reporting, which means that we will ask both the contracting authority and the contractor and subcontractor about certain costs and expenses incurred related to the investment: salaries, goods, materials and services. We besides plan to usage data from JPK, eFaktur, for example, if this strategy already enters the Polish economy in an efficient way, to guarantee the precision of information – the president of the Central Statistical Office adds.

The national e-Faktur strategy is undergoing phase implementation: from 1 April 2026 it includes entrepreneurs whose sales in 2024 did not exceed PLN 200 million, and the smallest taxpayers with very low monthly sales are to enter the strategy from 1 January 2027. This means that administrative data sources can become real support for public statistic in subsequent quarters with a more precise survey of local content.
Local content, i.e. the participation of national companies, labour and costs in large investments, is to halt being a purely political slogan in Poland. The CSO is working on a methodology that will let to measurement what part of the strategical values of projects truly remains in the national economy. The problem, however, is that there is no simple, ready-made pattern in Europe. The CSO started by reviewing the solutions applied abroad, but it shortly turned out that moving them to EU dirt was not easy.

In the EU, public procurement is based on the principles of equal treatment, transparency and non-discrimination of economical operators. EU directives cover both classical public procurement and procurement in sectors specified as energy. This means that the State cannot simply put a simple "buy domestic" request into the tender, as is done in part of the US system. We start with energy. It is simply a sector chosen by the Ministry of State Activities due to the fact that it is important, strategic, but besides due to the fact that companies that are curious and were invited by the Ministry, the Industrial improvement Agency and the Central Statistical Office to consult this measurement methodology come from the energy sector," explains Marek Szczeł-Wolan.
The energy choice besides has a strong economical rationale. The government in the strategy papers clearly identifies the energy sector as a lever for economical improvement and an area of exploitation of national technological, industrial and human resources potential. – Within 30 days, the contracting authority will be required to submit information on selected subcontractors. The contractor and subcontractors at each level will besides gotta send reports to the Central Statistical Office 30 days after receiving information from a higher subcontractor, respectively. We want to start piloting in June, finish it as shortly as possible and prepare methodological and IT systems to let production to begin, says the president of the Central Statistical Office.
PIE with home companies concluded over 400 contracts for the estimated full value of over PLN 1 billion
Local content is an crucial aspect of the task to build the first Polish atomic power plant. Marek Woszczyk, president of the Polish Jądrowe Power Plant, announced late that more than 400 contracts for the estimated full value of over PLN 1 billion have already been concluded with home companies. Many of them are companies from Pomerania, where the power plant will be built. According to the President, the share of local content in the construction of the first atomic installation in Poland may be up to 50%.
