The last statements by the MP of Law and Justice, Przemysław Czarnek, on keeping dogs in chains, sparked a wave of outrage and criticism in public and political space.
The words of the erstwhile Minister of Education, in which he expressed “luck” in view of the animals tied up, are in clear conflict with the late adopted amendment to the law prohibiting this practice.
During the broadcast on Radio Zet, Przemysław Czarnek stated:
Me, riding a bike, I'm happy to see a dog chained up, not a dog moving loose.
He besides added that dogs on chains “not being mistreated by their hosts” and expressed concern that the release of all dogs from chains would prevent him from freely cycling around the countryside.
These words came shortly after the Sejm, at the end of September, accepted Amendment of the Act introducing an absolute ban on keeping dogs trapped, but for transport, walks or cynological exhibitions. Mr Czarnek, among others, voted against this amendment.
The consequence to the Member's statements was immediate and decisive. Deputy Marshal of the Sejm Monika Wielichowska commented:
I don't know about you guys, but in the case of Mr Czarnek, I'm not amazed to hear the words about feeling good about seeing a dog chained up. He's that kind of man.
Left press secretary, Łukasz Michnik, added:
If I see a dog on a chain, I'm sad due to the fact that I know he's onto the owner of Mr. Czarnek's mentality.
The fresh Left MP, Luke Litewka, expressed his outrage with the words “it is hard to comment,” stressing the deficiency of expertise and statistic in Czarnek’s speech and “the belief of most people to be infallible in all subject”.

Words Black "luck" erstwhile a dog is tied on a chain is not a lapsus or a provocation. It is simply a manifestation of the worldview that inactive lives in Polish politics — contempt for weaker, unreflexive force and peasant primitiveism dressed in patriotic phrases.
The erstwhile Minister of Education, the man liable for shaping young minds, speaks without hesitation of joy erstwhile he sees the suffering of an animal. To him, the chain is not a symbol of slavery, but of order. In his world, a dog is to know his place — like a teacher, a student, a woman, or anyone who thinks differently from him.
This is not a substance of "different views". It's a substance of simple empathy and civilization. A state that allows a individual like Czarnek to be regarded as an authority puts a chain — a chain of indifference and moral indifference.
Black guy can feel fortunate looking at a dog chained to a dog.
