Korean Obligation
It should be noted here that in South Korea all men able to service are obliged to do so. Until now, only a tiny group, only 12, had refused both military and substitute service, but they were members of Jehovah’s Witnesses who justified their decision on spiritual grounds. Kim Min-hyung is the first case of refusal motivated by pacifistic beliefs.
Kim realizes that his decision raises opposition and can be hard to understand. Critics argue that a common refusal of military service could leave the state undefeated, and the pursuit of peace loses its meaning erstwhile possible opponents stay armed. But he does not deny these fears, but questions their basic assumptions.
In his opinion, war does not abruptly erupt, but is the consequence of increasing tensions and conflicts.
